Immigration, Refugees and Citizenship Canada sends an Invitation to Apply (ITA) to Express Entry applicants who have been selected (IRCC). When an ITA is issued from the Express Entry pool, it is distributed on a priority basis, meaning that only those with the highest CRS score will receive an ITA.

The norm for 2022 seems to be a PNP draw once every fortnight on Wednesdays. Indeed, the IRCC has verified that PNP draws will continue to be held every fortnight, and that all PNP applicants in the Express Entry pool will be invited.

About the Express Entry CRS

Each Express Entry draw has a minimum score: only people with a SIR score equal to or above the cut-off score will be invited to apply. Applicants who have been in the pool the longest will get the ITA if their RIS score is equal to the cut-off score.

The Global Ranking System (GRS) assigns an immigration rank in the Express Entry Pool based on the following profile criteria:

Age, education and language skills in English and French are human capital variables. Where applicable, human capital factors for a spouse or common-law partner.

Skill transferability variables, such as foreign work experience and language skills, and other factors, such as provincial nominee program, a valid job offer, education in Canada, ability to speak French, and having a sibling who is a permanent resident or Canadian citizen.

The overall ranking system allows for a maximum score of 1,200 points, but it is impossible and unnecessary to obtain a score of 1,200 points for the MCP.

Will Express Entry start inviting on the basis of occupation?

Due to the current pause in CEC invitations, many Express Entry applicants living in Canada are concerned that their work permits will expire before they are invited. While the recently released IRCC email acknowledges the concerns of these CEC applicants, the agency currently has no public strategy to welcome these individuals or extend their work visas.

To date, Express Entry invitations have been given solely on the basis of an applicant’s SRC score and, in some cases, their programme score (only PNP and CEC applicants have been invited since January 2021). Express Entry draws have never selected candidates on the basis of criteria other than score and programme – but this may change in 2022.

At present, Canada’s approach to Express Entry until 2022 is unclear. Minister Fraser, who was appointed immigration minister in October, is due to present a new plan for immigration levels for 2022-2024 by 14 February. The proposed plan will clarify Canada’s immigration intentions for the coming year, but the full details of the Express Entry strategy may remain a mystery.

The document, written in January and received by CIC News last week, adds context to IRCC’s previous communications on Express Entry in 2022, which indicated that the FSW and CEC draw would likely be delayed until at least early 2022.
